Earlier this week, Konami announced Metal Gear Solid V: Definitive Experience, which will feature MGS V: Ground Zeroes, last year’s The Phantom Pain, and all the content included in both titles. One thing that won’t be included, however, will be a mission that was cut from the latter. When asked by a fan on Twitter if the whole version would include the cut mission, titled Mission, 51, the official Twitter for the series responded with some bad news.
I'm afraid we have no current plans to further develop for Mission 51.

Mission 51 was going to address a major plot thread that was left unresolved at the end of Phantom Pain. Work on the mission had been done, including voice work and cutscenes, but not enough to be included in the game when it released. While there’s no plans for it currently, who knows, maybe Konami will change their mind and put it out so players have a true, complete story someday.
MGSÂ V: The Definitive Experience comes to the PS4 and the Xbox One on Oct. 11.
