The MCU Thunderbolt Ross first appeared in The Incredible Hulk, played by the late William Hurt. He has white hair and a white mustache and oversees the military research that creates the Hulk attempting to make Super Soldier Serum. General Ross hunts Bruce Banner for years because of the green monster he turns into but doesn’t succeed in taking him down. Ross is a member of the Air Force and has a family history of military service.

Thaddeus Ross has also been in Captain America: Civil War, Avengers: Infinity War and Endgame, and Black Widow. He becomes US Secretary of State and approves the troublesome Sokovia Accords, upsetting several superheroes.
