Here are the general steps you need to take to unlock Tofu Mode in Resident Evil 2:
- Beat the game with either Leon or Claire.
- Beat New Game 2nd Run with either Leon or Claire.
- Beat the 4th Survivor mode.
First things first, you’ll need to complete Resident Evil 2 with either Leon or Claire. Doing so will unlock the New Game 2nd Run mode for whichever character you didn’t pick first. Once you beat New Game 2nd Run with that character, you’ll then unlock the 4th Survivor mode, which was also in the original game.
4th Survivor puts you in control of HUNK, and you’ll have to escape the station with limited ammo and healing items. If you’re able to clear this mode, you’ll then unlock the Tofu Survivor mode.
