The only way to get the Fischl outfit is by collecting enough Phantasmal Conches during the Resonating Visions Event. However, there are a few requirements that you must meet before you get to this stage, including having an Adventure Rank of 32 or above and going to the Golden Apple Archipelago in the Summertime Odyssey Event.
Keep in mind that the Summertime Odyssey Event doesn’t begin until July 15, so you’ll have to wait until then for this specific location.
On top of all the requirements for the Resonating Visions Event, you’ll also have to do specific tasks to unlock Summertime Odyssey. Here’s a list of what tasks you need to do:
