Governors are one of the most distinctive, prominent and exciting new features added in Civilization 6’s first expansion, Rise and Fall. Governors, when you start to unlock them, can be assigned to a city to provide loyalty along with numerous other benefits depending on the governor you pick.

To get governors in Rise and Fall, first you must unlock them by gathering Governor Titles. The first and easiest one to get is via the Civic Tree research project, State Workforce which follows Craftsmanship. From then on, additional Governor Titles can be acquired through other nodes in the Civic Tree, through the construction of certain wonders, or other means like certain Government Plaza upgrades.

Once you have a Governor Title point in Civilization 6: Rise and Fall, you can either recruit a new governor to assign where you wish, or you can upgrade a current one that you already have. Each governor in Rise and Fall has their own skill tree that you can build up with your points. So if you’re a small civilization with cities kept packed relatively close together, you’re probably better off focusing on upgrading the governors you already have. However, if you’re a far-reaching empire that could potentially lose the loyalty of your cities, you might want to have a number of governors spread out across your lands in order to help keep the peace.

If you want to check on your governors, or reassign them, click the Governors tab in the top left corner (next to great works), and from there you can hit reassign to move a governor around, or just view their current skills. Keep in mind whether you’re assigning a governor for the first time, or reassigning them to a new city, they take a few turns to get set up.

Each governor has certain skill sets such as diplomacy, economics, science, military, etc. So don’t just go picking any governor in Civilization VI: Rise and Fall. Take a moment and consider your current needs, and your end game win condition goals, and choose a governor that can best help you accomplish those things.
