Being vocal and belligerent during her speech and leaving the Senate pods is the easiest and showiest way for the Senators to express their dissent with Mon Mothma’s cause, as they all follow Emperor Palpatine’s ideas and measures.
They’re following Palpatine’s lead because since he becomes the Emperor, the Senate has been losing influence, and this scene represents, perfectly, the degradation of democratic institutions under his authoritarian rule.
