Just like the first game, Lost Judgment starts players out in Kamurocho, with the first 30 minutes or so taking place in that area. Not too long after your first case, though, Yagami gets a call from Sugiura. The reason for the call is that he wanted to let him know that he has opened up a new detective agency called Yokohama 99 with Tsukumo.

In order to not step on the Yagami Detective Agency’s toes, they actually decided to open it up in Yokohama instead of Kamurocho. He asks Yagami and Kaito to come on by and help him with a case.
