Once the building is upgraded, go inside and speak to Tom Nook at his desk. Select the dialogue options “About my home…” and then “I want to relocate.” You can then buy the right to move your house for 30,000 Bells.
Bells aren’t too difficult to obtain, as they’re rewarded for selling crafted items, redeeming Bell vouchers bought with Nook Miles and so forth.
