In order to deal any damage to Hellen Gravely, you need to use Gooigi to go down into the underground level via the green pipes in the room.
There are four switches down there that Gooigi needs to activate and while you’re doing that with him, you also need to keep an eye on Luigi above ground, moving him to avoid Hellen’s attacks and the laser beams.
Once all of the lazer beams are shut off, take control of Luigi and then stun Hellen. You’ll now be able to suck her up like any other ghost.
Just avoid the lasers with Luigi while you work your way through the bottom section with Gooigi, deal damage to Hellen, and rinse and repeat.
