The first thing you need to know is that only Leon can get the Lightning Hawk Magnum. As such, you’ll need to be playing as him in order to unlock it.
STARS Office
The Lightning Hawk Magnum is located in the STARS Office in the west wing second floor. Unfortunately, Leon can’t access this area without grabbing the STARS Shield.
To obtain the STARS Shield, you’ll need to get the Red Jewel from the Art Room. Once you’ve got this item, head to the Interrogation Room, located on the first floor of the east wing.
Inside the Interrogation Room, you’ll find a jeweled box. Combine the Red Jewel with the jeweled box to find and unlock the STARS Shield.
Once you’ve grabbed the Shield, examine it further. It turns out that it is actually a USB dongle.
Head to the STARS Office and insert the Shield’s USB dongle into the PC. Combining these two will open up the Armory.
