Press any button during a cutscene, and a prompt will come up telling you to “press any button to skip.” So, basically, all you need to do to skip cutscenes is press something, then press another button again. This is the same on consoles and PC.

Regular in-game dialogue can’t be skipped, though, since it happens while you move around and explore. This is exactly how similar dialogue works in mainline Borderlands games. Tina and the party will simply talk while you do whatever you want to do.

However, sometimes main story dialogue can just completely cut off the optional dialogue if you wander toward quest objectives while someone is talking. You might need to stand still or keep away from main quest objectives if you actually do want to hear those lines.
