Before you do any searching, know that Claire is the only one that can wield the Submachine Gun. As such, you’ll need to be playing as her to even unlock it.

Red Jewel and STAR Shield

The first thing you need to do is head to the Art Room. Located inside the room, you’ll find a Red Jewel.

Once you’ve picked up the Red Jewel, go to the Interrogation Room, which can be found on the first floor of the east wing. Inside Claire finds a Jeweled Box.

Place the Red Jewel you found early into the Jeweled Box. This opens the box, revealing an item known as the STAR Shield.

With the STAR Shield in hand, Claire can now access the STARS Office in the west wing second floor. Once you’ve made it to the Office, insert the Shield, which is actually a USB dongle, into the PC.

Inserting the USB will open up the Armory. Housed inside the Armory is the Submachine Gun.
