You won’t have access to the Dragon Balls until quite a ways into Kakarot, not until you beat the Frieza Saga, the second major portion of the game.

At stated earlier, when you summon Shenron you’ll get one wish to do something like bring an old enemy back, or get a bunch of Z-Orbs. But luckily you won’t have to try too hard in order to get more.

- To get more wishes you’ll simply need to advance the story.
- Get to the third Intermissions (after the Cell Saga) to get a second wish.
- Beat the Buu Saga and get to the post-game and you’ll unlock a third wish.
With three wishes under your belt now, you’ll be able to do a whole lot more once you’ve collected the Dragon Balls.
