These exoskeletal plates are used as crafting materials to create stuff like consumables, weapons, and armor, and can be obtained by severing parts of a certain behemoth or as rewards for completing quests.
By fighting one of the Radiant Behemoths, Rezakiri, you should be able to obtain Exoskeletal Plates. All you have to do is break the limbs of this beast and before you know it, the item should drop pretty easily.
