To reach the Moisty Mire treasure itself, you want to look for a house to the southwest of Retail Row, right next to an odd-looking mountain. When you do, the Battle Star will appear, so simply hold Square on PS4, X on Xbox One, or E on PC to pick it up and complete the challenge.
