The Fool Confidant is tied to Igor, the proprietor of the Velvet Room. Unlike most of the other Confidants in Persona 5, his bond is tied to the story, and is therefore completely automatic. You don’t need to do anything special other than progress through Persona 5 in order to unlock each of his ranks and abilities.

Rank 1 : 4/12 (Unlocks Wild Talk, Arcana Burst)

Rank 2: Enter first Palace (Unlocks Third Eye)

Rank 3: 5/5 (Unlocks Power Stock)

Rank 4: Complete second Palace

Rank 5: 6/11 (Unlocks Super Stock)

Rank 6: Complete fourth Palace (Unlocks High Arcana Burst)

Rank 7: 8/22

Rank 8: 8/31 (Unlocks Ultra Stock)

Rank 9: 10/11

Rank 10: 12/24 (Unlocks Max Arcana Bursting) and Vishnu, the Ultimate Fool Persona, becomes available through fusion. 

All of Igor’s abilities focus on allowing you to carry more Personas to use in battle and increasing the amount of bonus experience you obtain through fusion. His first few skills allow you to recruit wild Personas and even sense hidden items.
