A Formable Nation in Victoria 3 comprises pre-defined states, nationalism tech, and cultures. Forming nations in Victoria 3 allows you to expand your territory, but there are a few points that you should bear in mind.

First of all, when talking about Unification, there are two distinct types of Unification – regular and Major. The former is plain and simple, and a particular country can be formed by other countries. On the other hand, a country may create a Major Unification of the same tier if they are not already a country that counts as a Major Unification.

On top of that, the forming country must have a lower tier than the Unification country. In Victoria 3, country tier is defined as the inherent ‘status’ assigned to each country based on how it was historically perceived.

The option to form a nation can be found under the Cultural tab in Victoria 3. This tab is located on the left side of the screen containing the selections for both Major and Minor Unifications. After selecting the nation, press the “Form’ button to build the nation.

As mentioned earlier, Formable Nations are composed of pre-defined conditions. Once these conditions are achieved, unification is as simple as the press of a button.
