In fact, Pine Trees, the tree that you’ll be plucking Pinecones from, can be found all over the northern region of Tevyat, so you can technically find them anywhere in the Mondstadt region.
Once you’ve located a Pine Tree, harvesting a cone is as simple as pressing Square (or equivalent button). Finding nine more should just be a case of wandering around the area for a minute or so. Don’t bother collecting any more than you need to since Pinecones are absolutely useless for anything other than Liben’s little quest — it’s a wonder he’s even interested in them!
