As you take a look around, you’ll want to improve Jin Sakai’s skills and increase his health so that he can take on even more powerful foes. Legend is as close as you’ll get to a level in Ghost of Tsushima. As you play, you’ll increase it, getting a new title, and unlocking more Technique Points as you hit each rank.
Like with charms you’ll unlock, each Legend is like a wheel with notches on it as you can see in the screenshot below. You get a new Technique point at each notch, allowing you to upgrade Jin’s abilities.
The little 4 above the notches indicates how many Technique Points you have to spend.

Increasing your legend is almost all about combat. By defeating bandits you encounter across the map, successfully beating camps or forts of Mongols, or completing any sort of quest, your legend increases.
