When we first get a glimpse of the War of the Stepstones, it doesn’t seem to be going very well for Daemon and company, despite having access to dragons. Craghas Crabfeeder and his ragged band of cutthroats keep slipping into the caves to avoid the dragons altogether. The reason Daemon didn’t protect the Stepstones in House of the Dragon is simple: it’s difficult to keep control over the islands. On top of that, the Stepstones offer very little in the way of resources, so the longer Daemon and company are there, the more their resources are drained which they express as much when the episode shifts to the War of the Stepstones.
When you boil it down, attempting to seize control of the Stepstones was just a way for Daemon to have some kind of seat considering he vacated Dragonstone; in fact, sooner after becoming King of the Stepstones, Daemon makes a move for Runestone.
Now you know why Daemon didn’t protect the Stepstones in House of the Dragon, revealing that even riding dragons the Stepstones are a tough bunch to handle and his eyes are eventually set on a new goal.
