The lights in the Senatorial pods are on when there’s a Senator on them. The lights going off mean those Senators are leaving their pods, as they’re against everything Mon Mothma is saying, and want to show their dissent in the biggest way possible. That’s why they’re also shouting at her.

Mon Mothma is getting all this hate because she’s speaking out against Imperial overreach and the Public Order Resentencing Directive. Being vocal and belligerent during her speech and leaving the Senate pods is the easiest and showiest way for the Senators to express their dissent with Mon Mothma’s cause, as they all follow Emperor Palpatine’s ideas and measures. 

They’re following Palpatine’s lead because since he becomes the Emperor, the Senate has been losing influence, and this scene represents, perfectly, the degradation of democratic institutions under his authoritarian rule.
