In order to obtain the Surf HM, you will need to head to Celestic Town after defeating Team Galactic in the town’s ruins. Clearing out Team Galactic will allow trainers to speak to the town’s elder, Cynthia, who will be the one presenting trainers with the Surf HM.

In exchange, you will need to hand over the Old Charm that is given to you by Cynthis before you reach Celestic Town. However, if you are planning to use Surf outside of battle, you will need to defeat Fantina, the Gym Leader of Hearthome City.
