It’s worth noting that this is the cap for the combat level, and not the separate Professor level which is leveled up by exploring the Monastery. Considering there are over 25 chapters in the story, chances are you probably won’t hit this with any of your characters but your main.

It’s also worth noting that combat levels don’t carry over in new game plus, so if you’ve not reached the level cap by the end of the final battle, you won’t ever get it.

A lot of the experience you earn throughout Three Houses will come from your unit’s performances in battle. As such, there are a few things you can do in each battle to make sure you’re leveling up your units’ combat levels easily and evenly.

First off, make sure you’re using different units to finish off enemies. The action of actually landing the finishing blow on an enemy and defeating them nets far more experience than simply dealing damage.

Next, be sure you’re making use of your Archers, mages, and healers’ abilities whenever you get a chance. Archers and magic users can attack from diagonal tiles or just from range, so targeting melee units with these attacks is an easy way to level them up quickly. Similarly, your healers will gain experience each time they heal a unit, so be sure to keep your team’s health topped up.

Positioning is also a key thing to take into account during a battle if you’re wanting to level up fast towards the max level cap. The game’s AI will often target the weakest of your units within their range, so choosing the right characters to go at the front is important.

You’ll want to go for your mid-leveled characters up top, with the weaker ones behind them, so they can reap the rewards of kills after the enemy has been softened up by your slightly more powerful units.

Finally, if you’re playing Fire Emblem Three Houses on Normal difficulty, you’ll be able to select the Battle option on your free days to see a list of battles you can attempt. Some of these don’t cost activity points, either, but will net you experience for completing them. What’s better, you can repeat these battles over and over, giving you an endless supply of experience to farm.
