When you open your map, look for Retail Row and you’ll find a row of houses lined up just below the area near the eastern side. The location you’re looking for is directly west of a small meteor and it shouldn’t be hard to spot. Once you’re near the area, you’ll want to head up north and pass by a rickety building on a hill. Head a bit further past that to find a patch of dirt amidst grass.
