Despite being in America, the steering wheels for all of the cars seen being used by the Umbrellas have the steering wheel on the right-hand side in Season 3. Some have speculated that this is because the group have gone to a different timeline, but that doesn’t seem right considering no one brings up the oddity throughout the season.
As such, the Umbrellas must be used to the steering wheel being on the right, as the family car seems to always have it there.

According to one eagle-eyed Redditor, the Hotel Obsidian cars in the show are all second-generation Toyota Centuries. These cars are mostly sold in Japan, which makes cars with steering wheels on the right-hand side. They can only be bought with right-hand steering wheels.
Interestingly enough, Reggie’s Rolls Royce in episode seven of season 3 has the steering wheel on the left, despite being a British car. The idea behind this one is that it is possible the car is actually made and bought in America.
