The Loreley Splendor helm can be unlocked as a reward for completing the entire Legendary Witch Queen campaign, though RND gives you a 50% chance of successfully rolling it. The other 50% chance of getting the Hoarfrost-Z exotic chest piece, something Bungie stated in a blog post earlier this month.

The other way you can get the Loreley Splendor helm involves completing a Legendary or Master Lost Sector when Exotic Chests are a possible reward. Given that the rewards for completing Legendary/ Master Lost Sectors change with each weekly reset, you might have to wait a little bit until you can get your hands on the Loreley Splendor if you don’t get it from the Legendary Witch Queen campaign run.
