This HM is found relatively late in the game when you’re finally on your way to Snowpoint City. It’s found on Route 217, in the northern part of the map on the way to the seventh Gym.

There’s a Hiker inside a house along the snowy path who will tell you he lost the HM. It’s actually sitting just behind the house. Go outside and pick it up off the ground and the Hiker will let you keep it. To use it outside of battle, you’ll need to beat Candice, the Gym Leader of Snowpoint City.

For those unaware, HMs work differently in the remakes thanks to some quality of life changes that have been made. You no longer have to teach an HM to a Pokemon to use it outside of battle. Instead, HMs like Rock Climb are saved in your Poketch and you’ll call wild Pokemon to use them when necessary. This frees up your main Pokemon, allowing them to use better move sets for battle.
