In order to unlock Cloud’s Magicite, you must reach Explorer Level 30. You won’t get any notice telling you when you gain a level, but you can check any time you’re in the town hub by pressing Start and going to Stats. You can see your Explorer Level (listed as EL) there to see how far off you are. Just keep playing and you’ll get there in time. Once you reach EL 30, go talk to the Migrant Moogle Merchant on the eastern side of the hub (he’s the moogle that isn’t there all the time) and he’ll hand over Cloud’s Magicite.

It is important to note that you must have the Trance ability learned before you can obtain character Magicite and transform.

While in a Trance as Cloud, you can use the Omnislash technique if it appears in the Crystal Surge ability list.
