There are several different types of vendors in The Division. Each one has something different to offer, but none house gear better than the Special Vendor, the highest tiered salesman in the game. While playing, especially if you just started out, you won’t see these guys just hanging around. In fact, there are only two Special Vendors in the game.
First, you need to hit Level 30. This will unlock one Special Vendor in the Tech Wing of your Base of Operations. He sells High-End and Superior gear that requires you be level 30. He only accepts Phoenix Credits which take some dedication to obtain.
The second Special Vendor also requires that you reach level 30, but you will need Dark Zone Rank 50, as well. Head to Dark Zone 06 and locate the church all the way at the north to find a Safe Zone. The Special Vendor here is just like the one in your Base of Operations, accepting nothing but Phoenix Credits. This vendor sells even better gear, though, as well clothing so you can get your customization on.
