Mass Effect Andromeda will see you, the Pathfinder, setting out to colonize the Andromeda galaxy. To do this, you’ll travel to a number of planets and establish outposts on their surfaces. One such planet is Havarl, the Angaran home world.

You can’t exactly set up an outpost on Havarl, though the locals are still willing to help out the Andromeda Initiative. If you do some missions for them, they’ll allow you to send researches as ambassadors to live and work there.

First you’ll need to complete A Dying Planet, a mission that will send you to clear out a vault. In order to complete it you will need to find an artifact and take it back to the Angarans. This artifact is said to awaken the memories of a long-dead Angaran, and you’ll be handing it off to whom they suspect to be his reincarnation. After this is done, you’ll be sent to find the planet’s third hidden monolith which will grant you access to the vault so you can activate it.

Once this Dying Planet quest is complete, you’ll unlock Cross-Cultural Alliances. Simply talk to Director Addison using the Vidcon terminal on Havarl (a Navpoint will be set), and you’ll be able to set up your pseudo-Havarl outpost by stationing researchers on the planet.
