The other way to obtain the armor is to complete a Legendary/Master Lost Sector when the reward is the specific gear type/part that you’re looking for. So, if the reward is exotic legs, take on the Lost Sector.

What the Secant Filaments Do

The Secant Filaments grant a Devouring Rift perk whenever Warlocks cast an Empowering Rift. The armor piece will provide the Devour buff, which is insanely useful. In short, the Devour buff instantly allows players to regenerate health after killing an enemy. This works out nicely when mixed with the Empowering Rift damage buff, greatly increasing survivability.
