The Vigilance Wing Catalyst, like most others, are obtained primarily through RNG, in this case, via the Crucible. Playing and completing crucible matches can lead to getting the catalyst drop at the end of the match. Some players believe that where you rank in the score can impact the drop rate, which is possible we suppose, but it’s most likely just purely random like most things in Destiny 2.
