Bring up the menu with the X button and choose the Equipment option. The top part of the screen lets you choose which armor and weapons you want to equip, while the bottom half lets you change your appearance.
Under the Appearance section, you can customize your characters and change their clothes to whatever you want without affecting the armor they’re actually equipped with.
