Perfectionist’s Pearls are used to rework items at the Fun Sized Forge in your camp. You can use them to rework any piece of equipment in the game, and get it up to a +3 stat. Doing so can be very helpful in many of the game’s quests, helping you navigate the game’s world and succeeding in combat.
As for how to get more of them, you get Perfectionist’s Pearls every time you forge a new item at the Fun Sized Forge, making forging new items very useful. Alternatively, you can purchase them from the desk by the inn at L’Academie de Notre in Champs Sauvage, if you’re short.
