Your ability to mesmerize NPCs in Vampyr is pretty invaluable if you’re looking at feeding on their blood and giving into your vampiric tendencies. NPCs with a higher level will require you to have a higher mesmerize skill level in order for you to feast on them and get the huge amounts of XP their blood contains. Unfortunately, it’s not at its strongest when you first start playing the game, and that obviously has some players wondering how to level up the mesmerize skill in Vampyr.

Unfortunately, this skill can only really be leveled up by progressing through Vampyr’s story. Without delving too much into spoilers and ruining the game’s story, all you need to know is when you’re given a pretty important decision regarding what to do with particular NPCs, your mesmerize skill will often soon level up after that.
