You can start the quest line that leads up to it by speaking to the Ghoul Edward Deegan who is found either in Diamond City, Goodneighbor, or Bunker hill. Once you have the quest just follow the markers until they lead you to Jack Cabots office. There you will find this collectible sitting on a desk.
