Be Merciful
A Low Chaos run in Dishonored 2 simply means killing fewer people in the game. Before anything, it’s good to remember that killing Clockwork Soldiers or other non-human enemies does not count towards your Chaos level. Only by killing guards, civilians, and other humans will your Chaos level rise. With that in mind, feel free to save your lethal weapons and bullets for these mechanical enemies.
As for the rest of your flesh and blood foes, remember that there’s always a way to resolve matters without resorting to bloodshed. Instead of going straight to an assassination target and stabbing him in the face, consider other possible methods of incapacitating him. You could trap him in a room with enough food and water to last a day, as the first mission would have you do, and interrogate him for all the information you need before leaving.
