XCOM 2: War of the Chosen introduces the Covert Actions mechanic, which actually helps move things along a lot for players. You’ll be leveling up your soldiers, their bonds, and getting tons of perks. This is also how you can increase influence with the different factions you meet. So, yeah, they’re pretty important.

After you can assign the initial one, you’ll be asked to build a Resistance Center. You should, by the way, because this will help speed up the time all the Covert Actions take. You’ll be asked to choose a new action every single time you complete the last one. You can ignore doing so, but it’s generally not advised. Their benefits are too great, and it’s best to always have one running at all times. The rewards can be influence with a faction, leveling up a bond, Intel, Supplies, soldiers, and more.

They don’t require you playing any mission or anything like that. You simply choose which one you want to do, select the soldiers that are going on the mission, and wait the amount of days it’ll take until they complete it and are back at their base. It’s also smart to couple the Resistance Order that stops ambushes from happening on your Covert Actions, because this will keep your soldiers alive for sure.
