From the area’s fast travel station, head West toward the J-Spot. Enter the sub-area, and then look for a stuffed skag sitting on a rock.

Jump over onto the rock, and then grapple your way up the rocks around it toward a scaffolding covered in glowing egg sacs. Jump onto the scaffolding, and then shoot out the glowing egg sacs to get a good view of the bottle nestled in-between two sheets of metal.
