Oracle Power, or OP, is used to power your God Arc’s gun mode in God Eater 2: Rage Burst. It is essentially Oracle Cells, the same stuff that Aragami are made out of, switched to a sort of fuel. Firing your gun depletes this meter by varying degrees, but there is a way to recharge it.

The simplest way to recharge your Oracle Power is to use melee attacks. Landing melee attack on living Aragami will help bring that meter right back up to max. You can also unlock a skill where devouring Aragmi will replenish your Oracle Power by large amounts as well. Finally, if you want to build it back up in a rush, you can use consumables.

Your Oracle Power will also regenerate slowly if you have Burst active, otherwise it will stay empty once depleted. It’s a good idea to constantly switch between ranged and close combat to keep yourself all charged up.
