The Speaker is a very old Guardian and served as a Warlock during the development of The Last City. He was also in the first Destiny game located within The Tower, where you could meet him to exchange or purchase various goods.

In Destiny 2, you first hear about the Speaker during the beginning Homecoming mission. Warlock Vanguard Ikora Rey will instruct you to go find The Speaker in the Tower North after beating three waves of Cabal enemies. After beating them, just head down some steps that are to the right of Titan Vanguard Commander Zavala’s position. You’ll know you are in the right hallway if you see a maintenance robot working in it. At the end of this path you’ll find The Speaker’s chambers, but he unfortunately will not be in them.

You’ll first see The Speaker during the Combustion story mission on the European Dead Zone set by Devrim Kay. At the end you’ll see a cutscene showing The Speaker for the first time, and it turns out in Destiny 2 The Speaker is only ever seen in cutscenes, not at a physical location like in the first game. If you have been searching the map for him, then don’t waste your time. You won’t be able to find him anywhere to use him as a merchant like in Destiny, as we don’t know what happened to him in the first place.
