The specialists are types of enemies within each Saints Row gang/faction that are tougher than the usual enemies with specific damage resistances. This means that to take them on you will have to keep these resistances in mind for encounters and rearrange your arsenal accordingly.
An example of this is that the Los Panteros Gang specialists are immune to all fire damage. Seeing as all of these enemies are marked, it is completely possible for you to run in, figure out their resistances, and then escape to be better prepared next time.
