The Wind Caller hairstyle is a new hairdo introduced with the latest patch, and it can only be obtained within the Bozjan Southern Front itself. This means that you need to be at least level 71 with one of your Disciple of War or Magic classes.
Once you’re in, complete the starting tutorial quests that help you get acquainted with the area and its enemies, and you should hit Resistance Rank 2 pretty quickly. When this happens, you’ll be able to talk to the Resistance Quartermaster near the aetheryte crystal.
Speak with her, and you’ll see a full list of items for sale, including Modern Aesthetics – Wind Caller.
This item will cost you 150 Bozjan Clusters, which means that you’re probably going to need to spend some time farming those up before you can afford it. Clusters can only be obtained within the Southern Front area, so you should get used to battling the enemies here and getting acquainted with the currencies used.
