These events can only be activated at specific locations in the open world, and are indicated on the map as a handshake icon. Head towards the icon and press the A button, and you’ll see the requirements for unlocking the event. If you meet the requirements, press the A button again to view it.
The requirements aren’t usually that strict, and require you to have the right characters in your party at that point in time. In addition to that, you may also need to achieve a high enough affinity level between those two characters in order to view it.

It can be difficult to determine which choices are the correct ones, but the good news is that it doesn’t seem to affect your level that much.
