The best thing to do for both parts is to build a squad from one of the major leagues in FIFA 20. For 83 and 85 rated squads, it’s probably best to go for La Liga or Bundesliga.
The likes of Sommer, Burki, Havertz, Javi Martinez, Jerome Boateng, or Tah are good from the Bundesliga, and there are loads of players in La Liga that work, especially Spanish strikers like Diego Costa and Alvaro Morata. Those strikers will also be good choices for the Spain players you need.
For the single Manchester United player you also need in the Moments De Gea SBC, someone like Harry Maguire will be a good option.
For the TOTW players you need, use some from recent TOTW squads, since they’re cheaper, or use the TOTW Upgrade SBC to try and get some high rated ones.
