Skill points are actually a pretty straightforward thing to obtain in Borderlands 2 and simply come with leveling up your character.

Each and every time that you fill the experience bar at the bottom of the screen, either by defeating enemies or completing missions, you’ll level your character up and be given one skill point to invest in your character’s skill tree.

It’s worth noting, though, that the very first one you obtain has to be spent on your character’s action ability before Borderlands 2 enables you to invest in any of the other abilities in the rest of the skill tree.
