If you’re trying to collect all of the weapons in NieR: Automata so that you can fight the game’s super secret boss, you’re going to need to get Emil to cooperate. After clearing the Forest Zone in the main story, Emil will be most commonly found driving around the City Ruins near the Desert Camp. However, when you stop him here, he’ll only sell upgrade chips. What the game doesn’t tell you is that Emil actually has different driving routes in the City Ruins, and his shop inventory will change, depending on which route you manage to catch him on.

To get him to change routes, talk to Emil near the Desert Camp. He’ll apologize for rolling away the other day, and give you a hint about his home. Next, you’ll want to use the access points and transport to another location to reset the world. Do this until Emil leaves the Desert Camp route and starts driving around the Abandoned Factory highway and around the center of the ruins. On this route, he’ll sell upgrade materials. Talk to him, and make sure you get the dialogue where he says you’re being too aggressive, and you could’ve just asked him to stop nicely.

Again, use the access points to reset the world. Emil should now start appearing near the Resistance Camp. You’ll want to stop him when he’s driving along the upper pavement above the waterfall. He should start selling the Angel’s Folly and Type-3 Fists now, along with more valuable upgrade materials. I’ve heard reports that you need to stop him while he’s driving at high speed, and not while he’s turning corners if you want to get him to change his inventory as well, but I haven’t been able to confirm this.

If you’ve reset the world multiple times (note that you can’t reload a save, or you’ll have to stop him to get the necessary dialogue again), but Emil still hasn’t changed his route, stop him and talk to him a couple more times before trying again.
